On a Choquet Integral DEA Cross-Efficiency Evaluation Method Involving the Satisfaction of Decision-Making Units and Weight Balance of Indicators

Abstract The secondary goal approach is an effective way to address the problem of non-uniqueness optimal weights for decision-making units (DMUs) in cross-efficiency evaluation process data envelopment analysis (DEA). However, on one hand, existing secondary-goal models seldom consider willingness DMUs accept and be satisfied with results DEA. On other zero excessive differences indicators has not been given enough attention. Furthermore, traditional DEA ignores interactions between indicators. To overcome these problems, context considering interaction input (or output) indicators, this study introduces idea minimum dissimilarity constructs improved method evaluating based DMUs’ satisfaction. In method, 2-additive Choquet integral used as a more feasible attempt reflect pairwise improve differentiation results. Additionally, satisfaction targets are adjusted according three ethical principles fairness (fraternity), utilitarianism equity social choice theory obtain that consistent values individual DMUs. This paper validates performance through comparative arithmetic cases. Then applied input–output efficiency assessment water–energy–food nexus China.
